Volodymyr Zelensky has accused Ukraine’s partners of failing to alert Kyiv to a planned Russian ballistic missile strike, saying five missiles hit civilian infrastructure in the capital without any prior warning from allies. His complaint lands days after the White House threatened to cut Ukraine off from American intelligence reports.
Writing on social media, the Ukrainian president described a sustained bombardment. According to his account, Russian forces used more than a hundred different types of weapons between the previous evening and the moment he published his statement, among them jet-powered drones, loitering munitions and ballistic missiles. Most of those means of attack were shot down, he said, though not all of them.
– From yesterday evening until now, the Russians have attacked Ukraine with more than a hundred different types of weapons – jet drones, loitering munitions and ballistic missiles. A significant part of these means of attack was shot down. But unfortunately, not all of them – said Ukrainian President Volodymyr Zelensky.
Five missiles and no heads-up
Zelensky singled out the strikes on the capital as an act of particular cowardice, noting that five ballistic missiles struck civilian infrastructure there. He stressed that Ukraine’s allies offered no advance notice of the barrage.
– Unfortunately, there was no warning from our partners about this attack – said Volodymyr Zelensky.
The Ukrainian president argued that alerts about ballistic launches are not a diplomatic courtesy but a life-saving tool, and that such data ranks among the most important elements of allied support.
– This is one of the key issues; it is precisely the warning about ballistic missiles that allows us to prevent people from being killed – he said.
Two days of restraint that went unanswered
Zelensky also addressed the fragile arrangement surrounding energy targets. He said Ukraine refrained from striking Russian oil refineries or the energy sector at all for two days after the US president announced an energy ceasefire. Moscow did not reciprocate, he added, hitting Ukrainian energy facilities and critical infrastructure instead, in what he called an unmistakable signal that the Kremlin has no intention of holding back.
– Ukraine did not carry out attacks on Russian oil refineries or on the energy sector at all for two days after the US president announced an energy ceasefire. But Russia did not listen to the US president. During this time, the Russians attacked both our energy facilities and our critical infrastructure, sending absolutely clear signals that they have no intention of refraining from strikes on Ukraine – said Zelensky.
Nineteen Ukrainian regions came under attack across those two days, the president added. He reiterated that Kyiv remains open to reciprocal de-escalation measures, while insisting that only genuine pressure on Moscow can turn such steps into reality.
– Our position remains unchanged: Ukraine is ready for mutual steps towards de-escalation, and effective pressure on Russia is needed so that de-escalation becomes a fact – he said.
– Wars end when the aggressor realises that it cannot prolong the war. Global pressure on Russia contributes to this – it brings peace closer – said Volodymyr Zelensky.
– Direct or indirect support for Russia, slowing down aid to Ukraine and obstructing the protection of life from ballistic missiles will certainly not help achieve peace. Everyone needs peace. A strong America, a strong Europe and strong partners are needed – said Zelensky.
A one-sided truce and a furious White House
The intelligence question carries weight in Kyiv because the White House earlier warned that Ukraine would lose American intelligence reports if it did not halt its strikes on Russian refineries. Speaking at the Warsaw Security Forum, Ukrainian Foreign Minister Andrii Sybiha insisted that US intelligence support is still flowing and that cooperation in that area continues. Asked about the overnight raid and the delayed air-raid alert, he replied that it came down to the arsenal Russia deployed.
On Polsat News, Ukrainian MP Mykola Kniazhytskyi was pressed about the American threat to suspend intelligence assistance.
– We fear the suspension of this support, but we must defend our people – he said.
He explained that intelligence is used to shield civilians rather than to carry out strikes.
– Unfortunately, Trump helps Putin. The US president says he will start talking when Ukraine leaves Donbas. But we cannot do that – said Mykola Kniazhytskyi.
Axios reported, citing a White House official, that President Trump’s Sunday statement about an „energy truce” between Russia and Ukraine referred only to halting refinery strikes by both sides, with Kyiv expected to comply. The same official used that framing to explain an announcement that caught both sides off guard: Trump declared, contrary to the facts, that Russia and Ukraine had agreed to an energy ceasefire, offering no further details. Kyiv wants any truce to cover attacks on power plants and other facilities as well.
Ukrainians view the arrangement outlined by Washington as one-sided. Ukraine operates a single refinery, in Kremenchuk, and it is not fully operational, while Russia maintains an extensive network of such plants. Axios adds that White House officials warn Ukrainian strikes on Russian refineries are damaging Zelensky’s relationship with Trump, with sources saying the American president is furious because he believes his Ukrainian counterpart takes US support for granted.
