Croatia has joined the framework agreement for the supply of medium- and large-calibre ammunition to European Union member states. The original deal was signed in December between ZVS Holding, a company owned by the CSG group, and the Ministry of Defence of the Slovak Republic.
An annex allowing Croatia to conclude executive contracts was signed by Slovak Defence Minister Robert Kaliňák, his Croatian counterpart Ivan Anušić, and representatives of ZVS Holding. The framework agreement, valid for seven years, enables contracts worth up to EUR 58 billion.
– Croatia’s accession to the framework agreement is further confirmation that ammunition produced by companies within the CSG group is highly valued by the market – said Wojciech Grzonka, President of CSG Poland and Vice President for Sales at CSG.
Open door for European allies
The agreement is open-ended, allowing any EU member state to join and then sign delivery contracts with ZVS Holding on favourable terms. After Croatia’s accession, executive contracts will be concluded based on requirements set by the Croatian army, though their value and scope have not yet been specified.
– Croatia’s accession confirms that Slovakia, through ZVS Holding, can offer European partners reliable, long-term ammunition supplies. This is good news for the Slovak defence industry, the labour market, and public finances – stated Minister Robert Kaliňák.
Strategic production capacity
ZVS Holding is one of Central Europe’s key ammunition producers. Since 2015, the company has been owned equally by DMD Group (a state enterprise under Slovakia’s Ministry of Defence) and MSM Group, part of CSG. This public-private partnership has allowed ZVS Holding to significantly boost production capacity in recent years, becoming a major supplier to NATO and EU armed forces.
CSG is a European defence group headquartered in Prague, with key manufacturing plants in the United States, United Kingdom, Spain, Italy, Germany, Czech Republic, Slovakia, Serbia, and India. The group employs over 14,000 people and reported annual revenues of EUR 6.7 billion in 2025.
