Polskie Sieci Elektroenergetyczne, Poland’s electricity transmission system operator, has signed a cooperation agreement with the 2nd Lubelska Brigade of Territorial Defense to bolster the protection of critical power infrastructure. The partnership is part of a broader strategy to develop multi-layered security systems involving modern technology and military collaboration.
The agreement, announced on July 7, 2026, formalizes joint efforts in procedures, training, and exercises between the energy giant and the territorial defense forces. PSE manages a vast network of 16,500 km of high-voltage lines and 112 substations, making its security a matter of national importance.
Daniel Wagner, director of the Security Department at PSE, emphasized the company’s approach to modern threats. – In PSE, we are developing multi-layered security systems covering detection, prevention, and neutralization of threats. We use modern technologies, including manned and unmanned aircraft for data acquisition and IT systems for their ongoing analysis – powiedział.
European funding boosts resilience
Wagner also revealed that the company is leveraging European funds to enhance its defensive capabilities. Over 90 million złoty from the Connecting Europe Facility is being used to strengthen the resilience of substations and protect the power interconnection with Lithuania.
The collaboration with the military is not an isolated move. In December 2025, PSE formalized cooperation with the General Staff of the Polish Army. The latest agreement with the Territorial Defense forces is a continuation of this policy, with plans to sign similar pacts with other brigades across the country.
Regional importance of Lubelskie
The choice of the 2nd Lubelska Brigade as the first partner was dictated by the strategic significance of the Lubelskie region for national security. Colonel Zbigniew Krzyszczuk, commander of the brigade, highlighted the mutual benefits of the arrangement. – Modern security is built through cooperation. The signed agreement will allow us to jointly develop procedures, conduct training and exercises, and exchange experiences with experts from Polskie Sieci Elektroenergetyczne – podkreślił.
PSE’s move reflects a growing trend in Europe where energy operators are seeking closer ties with military and emergency services to protect critical infrastructure from physical and cyber threats. The company plans to roll out similar agreements with other WOT brigades in different parts of Poland.
Strategic context and next steps
The partnership comes at a time when energy security is high on the agenda in Central and Eastern Europe. With the war in Ukraine ongoing and threats to infrastructure multiplying, operators like PSE are looking beyond traditional security measures. The integration of military resources and expertise is seen as a key element in building a resilient power grid.
PSE’s cooperation with the Territorial Defense forces is expected to include joint patrols, threat assessment, and rapid response drills. The company’s investment in advanced surveillance technology, combined with the military’s operational capabilities, is designed to create a robust defense system for Poland’s electricity backbone.
