Polish defense and steel firms join forces to boost local content

Niewiadów PGM has signed a framework cooperation deal with Polska Grupa Hutnicza (PGH) and Grupa Virtus, setting the stage for a joint venture focused on metal products and components for Poland’s defense sector.

The agreement is intended to establish the general terms for preparing and executing a shared business undertaking. It covers the production and supply of metal goods, components and subassemblies for military customers, as well as industrial projects carried out with the help of Niewiadów PGM’s market access and integration capabilities, Virtus’s capital, orders and financing structure, and PGH’s manufacturing capacity and production coordination.

According to the announcement, the partners want to use their combined competences to expand Poland’s domestic production base for defense, implement joint industrial schemes, build a national supply chain and raise the share of Polish companies in defense programs.

Local content as the guiding idea

The stated goal is to run projects in line with the local content concept, meaning a larger role for domestic industry in manufacturing defense goods and components. The companies also want to develop local industrial know-how and reduce reliance on foreign suppliers of strategic parts.

Cooperation has been divided into three main areas. The first covers development projects for the defense sector that require product qualification and certification. The second involves regular industrial orders for defense, especially castings, structural components, tooling, drive assemblies and repair or regeneration work. The third consists of civilian orders that keep the steel plants occupied and support stable cash flow.

Implementation details due within 90 days

The signed document is a framework agreement, so the precise scope, volumes, prices and delivery schedules still have to be defined. These details will be set out in a separate implementation agreement, executive arrangements and orders placed by the parties. The companies have decided to work out the implementation agreement within 90 days of signing the current deal.

The contract has been concluded for an indefinite period. It can be terminated by mutual consent or by giving notice for important reasons. The text also includes clauses on force majeure and establishes a steering committee responsible for coordinating the work and keeping shared information confidential.
