Orlen Synthos Green Energy (OSGE) has signed a cooperation agreement with the city of Włocławek for the construction of small modular reactors (SMRs) using BWRX-300 technology. The project, which plans up to six reactors, is set to become the first of its kind in Europe, aiming to provide stable, zero-emission energy and heat for the region.
The agreement marks a significant step toward implementing modern nuclear energy in Poland. OSGE, a joint venture between PKN Orlen and Synthos, will work with local authorities to develop the site in Włocławek, which is designated as the company’s priority investment location.
According to the company, the small reactors will help lower electricity prices and decarbonize heating systems. The technology, developed by GE Vernova Hitachi Nuclear Energy, is described as the most advanced SMR design globally, tailored for cost efficiency and rapid deployment.
A milestone for the city and region
– This investment is a historic opportunity for Włocławek and the entire region. Modern nuclear energy means not only energy security and stable, competitive prices for residents but also a development impulse that will increase the city’s investment attractiveness – said Krzysztof Kukucki, mayor of Włocławek.
He added that the project would be carried out in dialogue with the local community, respecting their needs and expectations. The agreement includes joint efforts in social communication, educational activities, and the establishment of a local information center to provide residents with reliable knowledge about nuclear energy.
– The Włocławek project is not only our number one investment in Poland but also the first small modular reactor in Europe. It is an advanced, proven technology based on years of experience from our American partners, optimized for cost and speed of implementation, and adapted to the needs of our industry, power grids, and decarbonization challenges – said Bartosz Fijałkowski, vice president of OSGE.
Economic benefits and job creation
OSGE has already secured a key decision from the Minister of Energy and an environmental scoping opinion from the General Director for Environmental Protection. Environmental and site studies are underway, leading to a construction permit application.
The company estimates that a single BWRX-300 reactor would generate over 8 million PLN in annual PIT revenue, 80 million PLN in CIT, and more than 360,000 PLN in property tax. It would also create nearly 200 direct jobs and several hundred indirect positions. The proximity of the nuclear plant could attract energy-intensive ventures such as data centers, boosting the region’s investment potential and creating further employment opportunities.
