German arms giant makes offer to Poland: factory and PGZ integration

German defence conglomerate Rheinmetall has presented Poland with a sweeping cooperation proposal that includes building its first factory in the country and incorporating state-owned Polska Grupa Zbrojeniowa (PGZ) into its supply chains. The offer, delivered to the Ministry of National Defence in early June, covers a wide array of armaments – from armoured vehicles and artillery to ammunition and rocket launchers.

The list, obtained by Business Insider Polska, specifies production of armoured recovery vehicles ARV3, armoured engineer vehicles AEV3, bridgelayers and sapper tanks based on the Leopard 2 platform. Another initiative involves military adaptation of MAN trucks manufactured in Niepołomice, with a „militarisation package” prepared by PGZ. Rheinmetall also proposes licensed production of 30 mm medium-calibre cannons in cooperation with Huta Stalowa Wola.

A broad portfolio of proposals

The offer extends to joint manufacturing of 120 mm tank ammunition with PGZ, as well as co-production of the GMARS multiple rocket launcher system and its munitions – a project designed to be interoperable with the American HIMARS. Additionally, Rheinmetall wants to integrate PGZ into the supply chain for the Boxer wheeled armoured personnel carrier, specifically for the German customer.

Poland’s strategic conditions for cooperation

Maciej Samsonowicz, advisor to the defence minister, confirmed the receipt of the proposals. „We are analysing all offers in detail. There is indeed very strong interest from foreign corporations in investing and implementing projects in Poland,” he said. Samsonowicz emphasised that for Warsaw, real participation of Polish industry is key. „From the start we stress that the crucial factor for us is a genuine share of Polish enterprises, technology transfer, and building domestic production and maintenance capabilities – and this must be guaranteed already at the project preparation stage.”

The Rheinmetall package signals a deepening of defence‑industrial ties between Germany and Poland, at a time when Warsaw is modernising its armed forces and seeking to reduce reliance on foreign suppliers by boosting local manufacturing.
