The Ministry of Interior and Administration has officially recognised Exatel as a civil protection entity, reinforcing the company’s role in the national security system. Decision issued on 8 July 2026 confirms Exatel’s readiness to carry out strategic tasks both in peacetime and during emergencies.
Civil protection status means Exatel is formally integrated into the civil protection and defence system operating under the Act on Civil Protection and Civil Defence of 5 December 2024. As an entity responsible for key areas of ICT and telecommunications infrastructure, Exatel will handle tasks related to ensuring continuity of public administration, protecting the population, and building state resilience.
The scope of activities includes guaranteeing the continuity of public administration through ICT and telecommunications services during crises and states of emergency, as well as tasks entrusted by the Operator of the State Secure Communications System (SBŁP).
Tasks and responsibilities under the new status
Exatel will build, operate and maintain ground infrastructure for the IRIS satellite constellation, and provide telecommunications services enabling connections between emergency notification centres and public networks. The company is also tasked with ensuring priority handling of alarm traffic, especially in emergency and crisis situations, and conducting research and risk assessments related to civil protection.
Further responsibilities include expert and advisory activities supporting national security, development of threat detection systems, and launch of a virtual operator service supporting mobile solutions for classified information exchange and broadband communications for PPDR needs, within the Secure Mobile Communications subsystem.
– The ministry confirmed that Exatel has the forces and means to respond both in peacetime and during threats. For us, fulfilling the important public interest is a priority. That is why we develop products and services that support state security. The development of the State Secure Communications System is also an opportunity to strengthen state resilience, leverage the potential of our experts, and develop dual-use technologies – said Jacek Terpiłowski, acting president of Exatel.
Infrastructure and capabilities
Exatel operates a nationwide telecommunications network comprising over 23,000 kilometres of fibre optic cable and more than 4,800 telecommunications nodes equipped with modern transmission systems and security solutions. The infrastructure supports a wide range of services: digital line leasing, wavelength, VPN MPLS, SD WAN, Cloud Connect, Ethernet Line and LAN, Quality Internet, IP Transit, Low Latency, Managed WLAN, IP telephony, ISDN access, Contact Center, Private 5G Connectivity, cybersecurity services including SOC, colocation, and satellite remote sensing analysis.
The company also has a satellite teleport with a set of antennas enabling satellite communications. Its data centre, located in a container facility, includes a satellite hub and features full power and connectivity redundancy, ensuring continuity even in crisis situations. Exatel also conducts research and development and builds expertise in national security, new technologies, and dual-use solutions.
Joining the civil protection system is both a confirmation of the state’s trust in Exatel’s competence and a commitment to further develop technologies and services that strengthen Poland’s resilience.
