Exatel strengthens Poland’s telecommunications security as civil protection entity

The Polish Ministry of Interior and Administration has officially recognised Exatel as a civil protection entity, integrating the telecommunications company into the national civil defence system. The decision, issued on 8 July 2026, confirms the firm’s readiness to carry out strategically important tasks both in peacetime and during crises.

Exatel, known for its nationwide fibre-optic network spanning over 23,000 kilometres and more than 4,800 telecommunications nodes, will now be formally responsible for ensuring the continuity of public administration operations, protecting citizens, and building state resilience. The legal basis for this status is the Act on Civil Protection and Civil Defence of 5 December 2024.

Key tasks under the new status

The company’s duties include providing ICT and telecommunications services during emergencies and states of emergency, as well as tasks delegated by the operator of the State Secure Communications System (SBŁP). Exatel will also build, operate and maintain ground infrastructure for the IRIS satellite constellation and deliver services enabling connections between emergency notification centres and public networks.

Another critical area is ensuring priority handling of alarm traffic, especially in extraordinary and crisis situations. Exatel will also conduct risk assessments, threat analyses, and research related to civil protection. The company will provide expert and advisory services supporting state security, develop threat detection systems, and launch a virtual operator service to support mobile solutions for classified information exchange and broadband PPDR communications.

– The ministry confirmed that Exatel possesses the forces and means to respond both in peacetime and during threats. For us, fulfilling an important public interest is a priority. That is why we develop products and services that support national security. The development of the State Secure Communications System is also an opportunity to strengthen the country’s resilience, harness the potential of our experts and advance dual-use technologies – said Jacek Terpiłowski, acting president of Exatel.

Infrastructure and dual-use potential

Exatel’s infrastructure includes a satellite teleport equipped with a set of antennas for satellite communications. Its data centre, housed in a container facility, features a satellite hub with full redundancy of power and connectivity, ensuring continuity even in crisis situations. The company also runs R&D activities and builds expertise in national security, new technologies and dual-use solutions.

Becoming part of the civil protection system represents both a confirmation of state trust in Exatel’s capabilities and a commitment to further developing technologies and services that enhance Poland’s resilience. The company’s service portfolio includes leased digital lines, wavelength, VPN MPLS, SD-WAN, Cloud Connect, Ethernet services, IP transit, low-latency connections, managed WLAN, IP telephony, ISDN, contact centre solutions, private 5G connectivity, cybersecurity services including SOC, colocation and satellite remote sensing analysis.
