Exatel strengthens Poland’s telecommunications security as civil protection entity

Poland’s Ministry of Interior and Administration issued a decision on July 8, 2026, officially recognizing Exatel as a civil protection entity. This status integrates the telecom operator into the national civil protection and defense system, reinforcing its role in safeguarding critical infrastructure during both peacetime and crisis situations.

The decision is based on the Act on Civil Protection and Civil Defense of December 5, 2024, which defines the framework for securing key areas of ICT and telecommunications infrastructure. As a designated entity, Exatel will be responsible for ensuring the continuity of public administration operations, protecting civilians, and building national resilience. The company’s tasks include maintaining secure telecommunications services during emergencies and states of emergency, as well as executing missions entrusted by the operator of the State Secure Communications System.

Exatel will also build, operate, and maintain ground infrastructure for the IRIS satellite constellation, provide telecommunications links between emergency notification centers and public networks, and guarantee priority handling of alarm traffic. Additionally, the company will conduct risk assessment studies, threat analyses, and expert advisory activities to support state security. It will also launch a virtual operator service that enables secure mobile communication solutions for classified information exchange and broadband communications for PPDR needs.

Key responsibilities under the new status

– The ministry confirmed that Exatel has the forces and means to react both in peacetime and during threats. For us, the implementation of an important public interest is a priority task. That is why we are developing products and services that support state security. The development of the State Secure Communications System is also an opportunity to strengthen the state’s resilience, use the potential of our experts, and develop dual-use technologies – said Jacek Terpiłowski, acting president of Exatel.

The company’s nationwide telecommunications network spans over 23,000 kilometers of fiber optic cables and includes more than 4,800 telecommunications nodes equipped with modern transmission systems and security-enhancing solutions. This infrastructure supports a wide range of services, including digital line leasing, wavelength, VPN MPLS, SD WAN, Cloud Connect, Ethernet Line and LAN, Quality Internet, IP Transit, Low Latency, Managed WLAN, IP telephony, ISDN access, Contact Center, Private 5G Connectivity, cybersecurity services including SOC, colocation, and satellite teledetection analysis.

Exatel’s infrastructure and capabilities

Exatel also operates a satellite teleport with a set of antennas enabling satellite communication tasks. Its data center, housed in a container facility, includes a satellite hub with full redundancy of power and connectivity, ensuring continuous operation even in crisis situations. The company is also engaged in research and development, expanding its expertise in state security, new technologies, and dual-use solutions.

Being included in the civil protection system is a confirmation of the state’s trust in Exatel’s competencies and a commitment to further develop technologies and services that strengthen Poland’s resilience. The company’s infrastructure and expertise position it as a key player in the national security landscape, capable of responding to both routine and extraordinary challenges.

Strategic importance for national security

The decision marks a significant milestone for Exatel, elevating its status from a commercial telecom operator to a strategic asset for the state. With a focus on continuity, redundancy, and advanced technology, Exatel is now formally embedded in the fabric of Poland’s civil defense mechanisms, ready to support government operations and protect citizens in times of crisis.
