Exatel strengthens Poland’s telecommunications security as a civil protection entity

On July 8, 2026, the Ministry of Internal Affairs and Administration issued a decision confirming that Exatel has been recognized as a civil protection entity. This step strengthens the company’s role in the national security system and confirms its readiness to carry out tasks of strategic importance – both in peacetime and in crisis situations.

The status of a civil protection entity means formal inclusion of Exatel into the civil protection and civil defense system, operating under the Act of December 5, 2024 on Civil Protection and Civil Defense. As a company responsible for key areas of ICT and telecommunications infrastructure, Exatel will carry out tasks related to ensuring the continuity of public administration, protecting the population, and building the state’s resilience.

New responsibilities under the civil protection system

Exatel’s scope of activities includes ensuring the continuity of public administration by providing ICT and telecommunications services during crisis situations and states of emergency, as well as carrying out tasks entrusted by the Operator of the State Secure Communication System (SBŁP). The company will also build, operate, and maintain ground infrastructure for the IRIS satellite constellation and provide telecommunications services enabling connections between emergency notification centers and public telecommunications networks.

Another task is to ensure priority handling of alarm traffic, especially in emergency and crisis situations, as well as conducting research and analyses related to risk assessment, threat analysis, and civil protection. Exatel will also provide expert and advisory services supporting national security and develop threat detection systems, including launching a virtual operator service that supports mobile solutions for classified information exchange and broadband PPDR communications within the State Secure Mobile Communication System.

– The ministry confirmed that Exatel has the forces and means to react both in peacetime and during a threat. For us, fulfilling an important public interest is a priority task. That’s why we develop products and services that support national security. The development of the State Secure Communication System is also an opportunity to strengthen the state’s resilience, leverage our experts’ potential, and develop dual-use technologies – said Jacek Terpiłowski, acting CEO of Exatel.

Advanced infrastructure for national security

Exatel operates a nationwide telecommunications network spanning over 23,000 kilometers of fiber optic cables and more than 4,800 telecommunications nodes equipped with modern transmission systems and security solutions. This infrastructure supports a broad range of services, including digital line leasing, wavelength, VPN MPLS, SD-WAN, Cloud Connect, Ethernet services, IP transit, low-latency connections, managed WLAN, IP telephony, ISDN access, Contact Center, Private 5G Connectivity, cybersecurity services including SOC, colocation, and satellite remote sensing analysis.

The company also owns a satellite teleport with a set of antennas for satellite communications. Its data center, housed in a container facility, includes a satellite hub ensuring full redundancy of power and connectivity, even during crisis situations. Additionally, Exatel conducts research and development activities and builds expert competencies in national security, new technologies, and dual-use solutions. Joining the civil protection system is a confirmation of state trust in Exatel’s capabilities and a commitment to further developing technologies and services that strengthen Poland’s resilience.
