Coal giant gets long-awaited aid, but JSW’s problems remain

JSW has signed a PLN 824.13 million loan agreement with the Industrial Development Agency (ARP), giving the EU’s only coking coal producer relief after weeks of online reports about unpaid suppliers. The money will be released in tranches and is tied to a restructuring plan that management says is only the beginning of a longer struggle.

The financing is provided under the amended law on the system of development institutions and represents a key step in the February 2026 implementation agreement. The amendment was prepared by the Ministry of State Assets together with the Ministry of Energy and submitted by a group of Silesian MPs, clearing the way for aid to companies whose destabilisation could have significant economic and social consequences.

– JSW informed yesterday that ARP had granted it a loan of PLN 824 million. The funds will secure the company’s liquidity during the restructuring, which is expected to bring significant cost savings – Jakub Szkopek, an analyst at Erste Securities, told WNP.

– This is long-awaited support, announced by the Ministry of State Assets in February this year, and it resolves a large part of JSW’s liquidity problems, which in recent weeks had been signalled by internet reports about the company’s arrears to suppliers – added Szkopek.

State support with repayment conditions

The loan is not a gift. From 2032, the agreement introduces a cash sweep mechanism: 30 percent of JSW’s annual free cash flow above PLN 300 million will go toward repaying the debt. This means the agency will recover the money when the coal company returns to stronger financial health.

If the new loan is combined with the proceeds from the sale of assets to ARP worth PLN 1.05 billion, JSW has so far received support totalling PLN 1.9 billion. At the beginning of this year, the ministry announced a support package of PLN 2.9 billion, while the loan and asset sale together amount to PLN 1.9 billion.

– The granting of the loan is not a surprise, but rather long-awaited help from the main shareholder – concluded Szkopek.

Restructuring still ahead

The agreement is another stage in JSW’s restructuring programme. As the only EU producer of coking coal, the company supplies a raw material vital for steel production, and its problems directly affect industrial supply chains and employment in Silesia. The deal with ARP is therefore a regional stability measure as well as a corporate rescue.

– The agreement is the first step that can realistically stabilise the company’s financial situation in one of the most difficult moments in its history – said Bogusław Oleksy, CEO of JSW.

– The funds obtained do not solve the company’s structural problems, but only temporarily reduce liquidity pressure. The key to JSW’s future will be further deep restructuring actions and the situation on the global steel and coking coal market – added Oleksy.

The tranche-based structure means ARP can supervise the use of funds, while JSW’s performance is expected to improve as the cost-saving programme reaches deeper into the company. The next test will be the 2032 cash sweep, when the debt repayment begins.
