China accelerates renewables: Beijing announces bold energy plan until 2030

China plans to increase wind and solar power production by 53 percent over the next five years, according to a government plan reported by Reuters. For the first time, Beijing has set a binding target for green energy.

The plan aims to raise total renewable energy output from 1.18 billion tonnes of coal equivalent (tce) to 1.8 billion tce by 2030. It also calls for making renewables a reliable source during peak demand periods.

Wind and solar to cover 20 percent of peak electricity use

By 2030, wind and solar power, supported by energy storage, should deliver 8 percent of their installed capacity during peak demand and cover 20 percent of peak electricity consumption. The plan also envisions adding over 300 gigawatts (GW) of dispatchable renewable capacity, meaning energy that can be used when demand spikes.

In addition, Beijing plans to use 150 million tce of wind and solar energy outside the power sector, including for heating, cooling, and green hydrogen production. The target for green hydrogen is 2 million metric tonnes annually by 2030.

Hydropower expansion and offshore wind farms

The plan sets a goal of 570 GW of hydropower capacity by 2030, up from 450 GW by 2025. This includes 160 GW of pumped-storage hydropower, compared to 66 GW in 2025. Chinese authorities also aim to increase the flexibility of existing hydro plants.

Offshore wind is a key focus. The plan calls for building deep-water offshore wind bases, suggesting a shift toward large-scale, centralized development similar to desert wind and solar megabases. It also proposes integrating offshore wind with underwater data centers.

The government plans to pilot megabases that transmit 100 percent green electricity.
